
Find Highlights of The Phase 2 Congress held on Saturday 7th February 2026 at the Phase 2 Office.
Attendance: 51 Residents
1) ELCOM presented the report of the November 8th, 2025 election and was applauded for a successful and transparent exercise.
2) The proposed 2026 budget was presented to residents for review and awareness.
3) The developer, Engr. Emmanuel Mbaka pledged support toward rebuilding the mosque canal wall and ABC Orjiakor perimeter fencing.
Excos have also written to corporate bodies and churches for support.
Residents were encouraged to assist in the project through partnerships and use of their connections to attract collaboration.
4) Phase 2 road project will commence soon with a budget of ₦10 million, to be jointly executed by Phase 1, Phase 2, Phase 3, Palmore, and Light Gold estates as they share the access road. Every estate have their share of the contribution.
5) Interlocking block production will begin shortly and is to be commercialized for income generation.
6) Owners of unoccupied houses are to pay service charges, while illegal occupants will be identified and held fully responsible for any case of theft.
7) Various sub-committees were reintroduced, including:
– Electricity & Environment
– Information
– Security
– Debt Recovery
– Projects
– Constitution Amendment
These committees will work closely with the Excos as headed by an exco for effective estate administration.
8) Late-night use of generators was strongly discouraged to improve safety awareness and reduce disturbance.
9) A proposal was presented for an Independent Integrated Power Plant to generate about 6 megawatts at an estimated cost of ₦1.3 billion, to be funded in partnership with financial institutions.
10) The meeting resolved that poultry and fish farming within the estate pose environmental hazards and inconvenience residents. The environment law encapsulates on it
11) To recover outstanding service charges, the Excos will continue legal actions against defaulters, including prosecution where necessary.
12) The Phase 2 mobile app was unveiled, enabling residents to pay service charges, advertise businesses, and access other estate services.
13) Residents were advised to fumigate their surroundings regularly to prevent snakes and harmful reptiles.
14) To strengthen security measures, some strret gates in Phase 2 will be locked on specific days and at designated times. For example, the C.C. Nwuche Street gate will be locked; access shall be John Haruna. Anambra Street will be closed, and access will be redirected through ABC Orjiakor Street.
